The Boland Amendment prohibited the CIA and the Department of Defense from using appropriated funds to provide military equipment, training, advice, or other support to groups seeking to overthrow the Nicaraguan government or provoke military conflict between Nicaragua and Honduras (U.S. Congress, 1982).

Whereas presently the "H.Con.Res.86 - Directing the President, pursuant to section 5(c) of the War Powers Resolution, to remove United States Armed Forces from hostilities with Iran… the War Powers Resolution.
